Canada values compassionate, skilled caregivers who support families, children, and the elderly. Through the Caregiver Program, qualified individuals can work temporarily or become permanent residents while contributing to Canadian communities.
Since June 18, 2019, caregivers can apply for permanent residence through the Home Child Care Provider Pilot or the Home Support Worker Pilot — two major immigration streams offering open work permits and a clear path to permanent residency once eligibility requirements are met.

Pathways Under the Caregiver Program

1. Home Child Care Provider Pilot

This stream is designed for caregivers who provide in-home care for children under the age of 18. Applicants must:

  • Have a valid job offer from a Canadian employer.

  • Demonstrate language proficiency (CLB 5 or higher).

  • Possess at least one year of Canadian work experience in a qualifying caregiver occupation.

  • Meet education and admissibility requirements for permanent residency.

Successful applicants receive an occupation-specific open work permit, allowing them to work for any employer in Canada as a caregiver.

 

2. Home Support Worker Pilot

This pilot focuses on caregivers who assist seniors or persons with disabilities in their homes. The eligibility criteria are similar to the child care pilot but with emphasis on providing support to adults in need of medical, emotional, or physical care.

Once caregivers accumulate the required work experience, they can transition seamlessly to permanent residency without needing a new application.

The Live-In Caregiver Program (LCP)

The Live-In Caregiver Program was Canada’s original caregiver pathway, allowing qualified caregivers to live with their employers while providing child, elder, or disability support. Though this program is now closed to new applicants, caregivers already in Canada under LCP can still apply for permanent residency if they have:

  • Completed at least two years of authorized full-time employment within four years of arrival.

  • A written employment contract outlining duties, salary, and working conditions.

  • A high school education or equivalent and relevant caregiver training (e.g., early childhood education, first aid, nursing).

  • English or French proficiency sufficient for independent communication.
